Because many of them (particularly out of China) have actual people on computers spamming forums with 5-60 pieces of click & paste spam. They post the minimum amount needed to get the ability to post new threads & after that everything becomes spam. We also occasionally get small self-owned 'business spam' where instead of even trying to get their own spammy threads started, they just hijack some other thread.
I try to stay on top of them, but there is a report feature on the forums where spammy or questionable posts can be flagged. You can also PM me & I will get a notice.
