There are web sites that offer what I will call semi-custom. You get to choose combinations from the options they have available. If you are looking for inexpensive this is your best bet for getting what you want your shoe to look like. However, they don't measure your feet for custom fits.

True custom shoes will measure your feet, you choose the leather, the heel height, the heel shape, the toe style, and so on. These will always be good, but will NEVER be cheap. You are going to have to change your requirements.
